This book attempts to throw new light upon the complicated tangle of departments administering the army at the end of the 18th century, departments which had grown up haphazard and which survived materially unchanged until the Crimean War. It describes the adaptations made, not only by Wellington, to turn the military and administrative staff into an efficient instrument for warfare in the Peninsula, in spite of clashes of personality. In particular it raises the Quartermaster-General's Department to its proper position, and discusses Wellington's attitude to the 'chief-of-staff' system', then much in favour on the Continent...
